This document was published in September 2015 by the Committee for Socio-economic Analysis (SEAC) and the Committee for Risk Assessment (RAC) of ECHA (European CHemicals Agency). This report is based on both:
- the proposed restriction dossier submitted by France on January 2014 to ECHA about the use of bisphenol A in thermal papers;
- and on additional information obtained during the public consultation and other information resulting from the opinion-making process.
This report provides information on bisphenol A (BPA), its use in the manufacture of thermal paper and on possible alternatives to this use. ECHA has identified thereby ten alternatives (BPS, BPF, BPAP, 1,2-diphenoxyethane, Pergafast 201, D8, D90, TGSA, UU, DD-70).
In order to complete information about the potential dangers of BPA and its potential substitutes, information on the economic trade-offs associated with each option are presented (for example it is specified that the BPA replacement by the BPS in thermal paper would imply an additional cost).
